Statement from the Governor
My fellow Northeasterners, today was a historic day in the region. Our legislature passed a ton of bills. It has been a long time since there has been genuine  legislative interest in the region, and I commend everyone who put forth bills. I am here tonight to explain why I vetoed several pieces  of legislation.

I believe that the Death Penalty Abolition Bill is wrong. I a supporter of the Death Penalty and do not wish to overturn it. While I advocate a rare use of the measure, it is needed for the most heinous crimes committed.

I used my line item veto power to veto two parts of two bills. The first, Section I of the Health Insurance Option Restoration Act. I vetoed it because I do not believe that it is the right of the government or several governments to tax free enterprises if they do not give out health insurance. While I believe all businesses should give health insurance it is not the governments place to mandate it. As per the Adoption Reform Bill, I vetoed Section I because it applies to all adoptions even private ones. The Government should not be enforcing these restrictions on private adoption agencies, even though I strongly believe in the intent of the bill. I welcome more legislation that more clearly defines the issue in the future.

Thank you for all participating in this months session of the legislature. I would like to thank the President of the General Assembly, Lt. Governor Rock Republican for his hard work and dedication. I would also like to thank those who voted for me for reelection, it is much appreciated!

While I hesitate to applaud something as serious and morally troubling as the death penalty, I think the Governor made the correct choice here, and I support him in his controversial veto.

Excuse me Mr. Moderate, I was not trying to applaud the death penalty. My word choice there was terrible. What I meant to convey was that I think it is necessary for the most serious of crimes, and that it must be kept on the table as at least an option.

I urge you to introduce that death penalty plan, in the next session of props. I would definitely consider supporting something like this.

I am disappointed by the Governor's veto of both the Death Penalty Abolition Bill and the most important aspect of the Adoption Reform Bill, the latter of which is key anti-discrimination legislation that should certainly apply to all agencies as much as anti-discrimination laws apply to all employers. I will be reintroducing both bills in new forms next month in hopes of garnering enough support to override these vetoes.

Just to be clear I announced my intentions weeks ago to veto the death penalty abolition bill. As per the Adoption Reform Bill, while I agree with the statement in principle and I think that no one should discriminate against anyone in terms of adoption, I do not believe that it is the governments job to interfere in private enterprise in this matter.

I'm sorry, I didn't mean to imply that you were.  I was just trying to say that I personally did not want to show too much support to the practice that I view as a necessary evil.

Indeed, I'll introduce a set of strict death penalty guidelines in time for the next Assembly session.

I look forward to supporting such a piece of legislation that will hopefully satisfy the members of the Northeast who voted for this bill.

Thank you to all who participated in October's propositions. November's will begin this Thursday, November 1st. All introduced legislation must have 3 signatures of Northeast voters by November 15th. Following this period, there will be a week of voting. Thank you.

I would just like to state that I am against all of the current legislation up this month in the Northeast. While in general I am not opposed to the metric bill, I feel that this is something that can not be done on a region to region basis. I would urge Senator Verily to introduce this in the Senate, in which case I will gladly support it.

Would you veto legislation that has passed the people or not?

Yes I obviously would. I did it in the last session as well. Honestly, besides the death penalty stuff, I feel like people are just throwing up random stuff just to have something to vote on. I want substance. That however does not go into my decision regarding whether to sign or veto legislation. With that said I appreciate Hesh and Verily and the others who are working hard and using the legislature like it should be used, bringing back life to the regional legislature like it was intended for.

I am glad there is a good debate on this bill. I am likewise glad to see that the bill has reached the Senate docket. I will support it there, for a change nationally. I am again restating my opposition to this bill as a regional issue, and if it passes I plan to exercise my veto powers once again on this bill.

Ladies and Gentlemen of the Northeast, there has recently been a lot of speculation regarding my administration and the February 2008 elections. I'd first like to say I stand by all actions taken by my administration in signing and vetoing legislation. The people of this region elected me with 87% of the vote, and I intend to use that mandate to serve the Northeast the best way I can, whether that be signing legislation vital to the Northeast, or vetoing legislation deemed unfit.

On the other hand, I have made no decision regarding February reelection. I plan to use this time  to govern and not play politics. When I reach my decision the people of the Northeast will be the first ones to know.

In terms of this months propositions, I support all the propositions named expect for the Public School Vouchers Act. I would still like Mr. Moderate to change the wording for the highway bill due to the fact that Fez and Rin Chan are still living. I still have not decided about the death penalty bill as well. It is definitely a step in the right direction, I am just concerned about a couple of sections.

If I strike all instances of "memorial" from the bill, does it need to be re-approved via signatures?

Also, I'd be interested in hearing your concerns regarding my death penalty bill.

I don't believe it needs to be re-approved, your only changing one word, take it as a friendly amendment of that kind. If you could address the carbon monoxide poisoning that would be nice. I've never heard of that in terms of capital punishment. I'm also just thinking about Section 1 as well, and what types of crimes should be included.

Well, one of the debates that constantly arise with the death penalty is whether the general, prefered method of lethal injection is indeed humane.  A number of medical experts contend that death by lethal injection is a painful method that escapes being fool-proof, a pain often masked to witnesses by an injected paralytic agent.

It has been increasingly suggested that death by carbon monoxide poisoning is a prefered, painless, and more humane way to administer death.  Lethal injection requires medical training and expertise, whereas poisoning by carbon monoxide requires a tank of gas and proper ventilation for those bearing witness.

The American Veterinary Medical Association, in a report outlining varying methods of euthanasia, describes the advantages of carbon monoxide poisoning to be as follows:
(1) Carbon monoxide induces loss of consciousness without pain and with minimal discernible discomfort.
(2) Hypoxemia induced by CO is insidious, so that the animal appears to be unaware.
(3) Death occurs rapidly if concentrations of 4 to 6% are used.

While the business of causing human death is unpleasant no matter the circumstances, it should be the policy of the Northeast to do so, when required, in the most humane way possible.  That is why I personally believe the Northeast should dispose of the lethal injection method, and instead institute the painless use of carbon monoxide as a euthanasia agent.

Has this ever been used in a capital punishment case in real life? Or just being thought about?

Death Penalty Reform Act of 2007
Campaign for Invalidation of Vote Initiative
Northeast Euthanasia Act of 2007

I, MAS117, Governor of the Northeast, hereby sign the following bills into law:

Vehicle Procurement Act of 2007
Death Penalty Reform Act of 2007
Campaign for Invalidation of Vote Initiative
Northeast Euthanasia Act of 2007

Note about a Bill
I did not sign into law the Northeast Resolution Honoring FezzyFestoon and Rin-chan because it was a General Assembly resolution and not a bill, so therefore it does not require the signature of the Governor.

After review of the End the Districts Amendment I urge my fellow citizens in the Northeast to vote Aye on the matter. Atlasia has at times thrived and at times continued on a steady decline. Fresh ideas and new ways which once again help the regions and the nation thrive in hopes of new activism among our citizens.

Some know that I am interested in making my first bid to seek the Atlasian Presidency. Over the next few weeks I will continue to engage and seek advice from my fellow citizens regarding February's Presidential & Gubernatorial elections. I will announce my decision about February's elections sometime in early to mid January. Thanks!

Ladies & Gentlemen, once again it has been an honor to serve you as your Governor. Representing the people of this great region has been one of the biggest thrills of my Atlasian life. With that said, it is time for the Northeast to move in a new direction. That is why I have decided to forgo re-election and endorse my Lt. Governor, Rocky Republican for Governor. Rocky has grown in a more then capable LT of this region, and now it is time for him to move on to bigger and better things. I'd like to thank all those region members and other Atlasians who said that they would support a re-election bid from me, but it's just not in the cards. Rocky will continue to keep the Northeast the best region in the entire nation.

With that said, I said several weeks that I would consider running for President for the first time in my 4 years here. Many prominent forumites have asked me to run, but I feel at this juncture I am just way to busy in real life to undertake such an important task. So I will forgo the Presidential race this February, and endorse my good friend and our Vice President, Jas for the highest office in the land. Jas has shown and his work ethic and dedication to this country in his time as VP, and he has made us proud. I look forward to working with him as President.

While I will not be running for anything at the end of my term, I will not be leaving Atlasia. I will continue to work to strengethen the Northeast and the country but in a more laid back role.

God Bless,

Governor MAS117

Fellow Citizens,

I have received numerous PMs asking me to jump back into the race for Governor of the Northeast. After some thought, I have decided to stay out and endorse Judge AndrewCT for Governor. Andrew is a fine Atlasian and have several honorably as the Chief Judge of the this great region. I wish Andrew all the best in his campaign, and Lt. Governor Rocky as well in his quest for the Vice Presidency.

Thank you,

While I know I previously endorsed the ticket of Jas/Moderate, and I know that if they win they will be a great administration, just moments ago I cast my ballot for Phil/Porce. Despite our numerous differences, and our turmoiled past KeystonePhil has been a constant voice for Atlasia and he deserves his shot at the Presidency.

Finally, in a few short hours the Northeast region will come once again under new governance. Since the inception of Atlasia, the Northeast has been my home, it has given so much to me, and I feel I have given my fair share back. I just wanted to take this time to thank all the past, present, and future members of this great region for their hardwork and dedication to the cause that is Atlasia. I can not say that I will be returning to elected office anytime soon here at Atlasia, I feel I have grown out of game. I will not leave the forum completely as I am still looking at/posting in other threads, but my return to elected Atlasian politics will most likely come to a halt after this weekend for a long time to come. Best of luck to everyone.

God Bless Atlasia!
