I doubt we will see a shift as large as WV 1996-2016 any time soon, but anyway:

DEM - Georgia (should be safe D by 2028), Virginia (is already Safe D, but will go the way of MD), Colorado, Arizona, Alaska, Oklahoma, maybe Texas, Mississippi, and Kansas as well.
GOP - Maine, Iowa, Wisconsin, Michigan, maybe Rhode Island.
