What if electoral votes were allocated based on the percentage of the vote earned in each state and whether the candidate won the state?

If Minnesota decided to split electoral votes this way, Hillary Clinton would have won six, two at-large and four for half of the rest.

The problem with that is that it only benefits parties who are the opposite of their state's presidential vote (not counting swing states) of which there are none right now.
