Does George W. Bush not get enough credit on the budget?

I know you aren’t being serious, but I’d like to discuss revenue and balanced budget. The only consistency with this is that, obviously, revenue falls during recessions and rises at much faster rates when the deficit is shrinking and the budget is balanced.
