Of course, when the time comes that the Iraqi people have elected a government comprised of all the major ethnic groups, and the Iraqi security forces have developed enough muscle and intelligence to marginize the effects of terror in the country, we will leave. That is victory.

One would hope that would take place during the next Administration.

It's just that John Kerry built his career on advocating pullouts that abandon peoples to vengeful totalitarian regimes.
