I would like to propose an amendment:

1.All Southern Citizens 18 years or older may change their gender on government ID.
2.No Bussiness in the South may discriminate on the basis of Gender Identity. 

13 is a bit too young in my opinion primarily due to possible concerned parents.

I thought so. That's why I'm kinda hesitant on supporting the bill.
