Yeah, tbh I don't even think Hart would have done that much better than Dukakis even without his scandal, he might have taken Colorado and New Mexico due to the "favorite son" factor, and Montana and just maybe California (and even for the latter I'm not convinced) due to the fact he would have been a better fit for the Western states that were open to voting for a Democrat at all, but I think he would have been a worse fit for the Eastern half of the country than Dukakis was, I think East of the Mississippi the only state he would have won that Dukakis lost would have been Maryland (Dukakis lost it because of Willie Horton).

And of course with the scandal he probably would have done even worse than Dukakis.

Maybe Dukakis may run again or Cuomo would have ran because Liberalism wouldn't of been bashed by Bush as much

I agree with this, I think Cuomo ends up being the nominee in either 1992 or 1996 in this case.
