It is, indeed, often the same State Conventions that Paulistas try to infiltrate that pick the electors---though are the Paulistas even putting up an effort in states where the local party decides no delegates?

It's much more sporadic, but to some extent yes.

The Ron Paul movement is officially the greatest thing to happen to American politics ever.
