As I said prior to taking sponsorship, this bill makes a lot of sense to vote YES on it.

Anyone with amendments or comments prior to a call for a final vote?

Since at least a few colleagues has expressed unease to Section 2 of this bill, I recommend that Section 2 be stricken from this law.
