2000 was a very contentious election. 2004 even more so. Al Gore barely won both times. Now 2008 is approaching. Gore has had successes but also failure. He currently sits at a 45% approval rating

Seaver’s biparstianship is helpful and despite how have the state senate and House is for Cailforina Seaver is still seen as a successful govenor.  Now in 2007 he is ready to declare a run.
