Yes, he's invalid.
All Southern voters are eligible as long as they have registered with the RG in the Southern region a minimum of 7 days before a start of a Southern Election.
The Southern Election ActThe Comprehensive Southern Electoral Act is not law yet as it has not been signed or vetoed as of yet, however the 7-day requirement was already law (as I quoted and linked above).
Politics Fan pointed out to me that if a piece of legislation is not signed or vetoed in 7 days then it is enacted, so the Comprehensive Southern Electoral Act and the
Owners' Association Regulation Act are both enacted. However, the (in)validity of Politics Fan's vote remains unchanged.
