I ran into someone once who seriously claimed that the only reason the budget didn't balance under Bush by the end, was because he bailed out the banks.
I've noticed a tendency in conservative circles to claim that everything bad that happened under Bush 43 was actually Clinton's fault.

1. Laffer initially proposed his idea to Cheney and Rumsfeld, and even they thought it was stupid.

2. HW Bush famously called the Laffer Curve, "voodoo economics".

3. Laffer voted for Clinton in 1992 and 1996.
