Pretty self-explanatory, this is based on recent events in which a lottery winner had to disclose their name to recieve the money. While I understand the argument about security of the lottery (which is addressed in the bill), revealing the name of the winner could not only put the winner's life in danger, but their family and relatives. Lottery winners must be guaranteed a right to privacy.
