Change it from 40 days to 21 days (3 weeks). It's not good to have unfilled seats for a prolonged period of time.

I'm still contemplating it. Holding an election less than 21 days before the new session begins seems like it wouldn't allow for an appointed delegate to do much before the session.

That's fine. I think it's much better for people to get elected rather than appointed by the governor.
