Usually, when I hear about people promising to do something like this by a certain date, I usually end up thinking that they plan on doing it on the very last date in the range, and that they had planned it that way all along.

So I was completely expecting January 31st.

I wonder what would happen if a tie happened.

Probably they both move on to the general, making it even more likely that O Connor will win. That is how it works in California when there is a tie for 2nd.

A Republican win here would indicate that the national environment for Democrats has moved substantially towards the Republicans since the PA-18 special.

And there are no signs to indicate that the national environment has gotten any better for Republicans in the mean time, which is why I think O Connor is significantly favored.

Low turnout benefits whichever party has the more enthused voters. In the current national environment, that is the Democratic Party.
