Section 1 is the same language used in the last I believe, still uses STV/ranked choice voting

Ok, the language "highest-preference votes" made me think it first-preference votes. Maybe change it to "highest-remaining-preference votes"?

Suggestion for lame duck (would put this to the House but it's already passed there): set the following:

Election begins on the Friday before the final Sunday of the month (and runs through the final Sunday). Term begins on the first Friday of the month, except when the month begins on a Saturday or Sunday, in which case the term shall begin at noon on the first.

This would reduce the lame duck period from 11 1/2 days to maximum 6 1/2, a substantial improvement.

This still does not make the exception for if the next month begins on Saturday or Sunday - to avoid having to date elections with two months, elections should begin on the penultimate Friday in this scenario, but those elected should swear in on the first day of the month instead of the first Friday.

This would avoid the confusion of having an election spanning two months while still keeping the non-December lame duck time under a full week.

Thank you, Sestak. I withdraw my previous amendment, and introduce the combination of both my old amendment and Sestak's changes as a new amendment.

There was no reason to scrap the vote, the label on the amendment was just incorrect.
