My main concern is, if it passes after polls open but before polls close, will it apply to the special election that is occurring this weekend?

The special election is for a single seat. This only applies for elections involving multiple seats. So it doesn't matter, as it has no effect on the special election.

That makes sense. I will second your motion for the First Minister to allow a final vote then.
