Why would anyone pay an optional tax (which is what paying in but not receiving benefits would amount to)?

I don't know.  A few George Soros type people may want to return it.

As the law currently exists, though, if someone for some reason wanted to give extra money to the government, they could simply do so.

I have no practical objections to this revised bill, although I think it would rarely be called upon in practice.

I suppose I should say why I was the lone Nay.

The phrase "they shall no longer have to pay taxes" is ambiguous.  Shall they no longer pay income tax as well?

Furthermore, I believe that anyone paying into Social Security, and not just people currently receiving checks from the government, should be able to opt out of the program.  I will be introducing legislation to this effect in the future.  This bill, as it passed, would increase the burden on those paying into the system by allowing some people to opt out but not others.

I urge the President to veto this bill so that retirees will not be legally permitted to stop paying all taxes within the Republic of Atlasia.

Most citizens doesn't both pay Social Security taxes as well as receive benefits at the same time, so the provisions described could never be acted upon.  Furthermore, if a citizen were to invoke Section 2, would he have to begin paying the Social Security taxes again?  I don't think the text of this bill would compel him to do so.

I personally have only problems with specifics in this bill - the ambiguities - and not with its spirit or what you were attempting to accomplish with it, Mr. Senator.

Perhaps you could resubmit your bill with some changes made to alleviate the concerns of those who voted against as well as the President?  It's just a matter of language, I think, at least so far as I am concerned.  Maybe others would disagree, but that is my position.
