I will be generous and give him a C -it will rise to a C+ or even a B- based on what happens in Iraq...or sink to a D- or an F if that country descends into civil war and he pulls out prematurely for political reasons. 

Update:

Due to the gains made possible by this surge, I will raise his grade to a B-.

F. I base that on his total disregard for basic civil liberties, pandering to fundamentalists, disastrous corporate welfare policies, destruction of the environment, willful failure to secure the border, and incredibly ill-conceived lie-based invasion of Iraq. Not only that, but he managed to both destroy his party's reputation and America's when both had unprecedented levels of support after 9/11. The only reason things aren't worse is because he's lazy enough to leave everything to his think tanks and minions (aka his cabinet). If the recession deepens and the very tenuous progress we made in Iraq evaporates, he may be remembered as the worst since Hoover. As it stands, he's probably the worst of the post-war era. Inauguration Day can not come soon enough for me.

F.  His only positive achievement has been his unwillingness to deport illegal immigrants.
Even if you agree with it, can you at least acknowledge it's for all the wrong reasons?

The main reason we haven't been attacked, according to many experts, is because Al Qaeda and co want to make sure the next attack is really something. The government hasn't really done anything other than remove some rights and create a massive bureaucracy to fix the problems caused by the existing bureaucracies not cooperating with each other.

As for Kerry, you may have a point. Kerry seemed to lack a coherent plan for foreign policy, however on domestic policy wise he would have been obviously a huge step up. It's sort of hard to imagine someone more inept than Bush though.
