If Romney had been elected, Ryan could have spent 8 years as a key member of the Romney administration, then entered the 2020 primary as the frontrunner. Even if (as did happen) Romney lost, Ryan could just keep his House seat and boost his national profile a bit.

If Ryan ran for president now, he'd risk giving up his House seat just so that he could endure a punishing Republican primary that he probably wouldn't win.
