Government- similar to a county government in the USA. The island would have a council of 7 or so, each representing one district, with an executive. I would have a court system and a referendum process like Switzerland.
Policies- Encourage citizens to start businesses and invest so the island can remain self-sufficient. I would institute tariffs on foreign goods to fund government and protect industry. Immigration would be limited to people studying in the country, skilled workers, asylum seekers or if a person wishes to marry a citizen.
Foreign relations- Completely neutral, like many smaller European countries. Trade with everyone as long as the goods go to the people instead of just the elite of a particular country
