As there has not been a state of Emergency declared by the Governor. I wont be able to put through the legislation as an emergency. However in the Regional interest of all Southerners, to ensure our region has full representation in the senate. I am starting the vote now the same time as the debate. As per the powers of the Speaker as the presiding officer over, under Section VII:2.

The presiding officer may unilaterally suspend any section of these rules at any time, unless another Delegate objects. If two Delegates object, suspending the rules shall require the consent of a majority of sitting Delegates.

I have not suspended debate. I am merely allowing the vote and debate to take place in parallel to enable a prompt decision in favor or against.

Ring the Bells. (All Delegates will be PM'd.)
