I think it helps a number of people, but the most obvious loser is Marco Rubio, who will have to decide whether to vote for a clean CR to end the shutdown and piss off the base, or vote against it and hand Clinton a sword for the general.

Or punt entirely because apparently Marco Rubio doesn't actually do his job anymore.
