The old 46th was almost the same as the current 47th, except some of the most GOP parts of Garden Grove have been excised out of the current district. It was majority Hispanic even in 1991 when drawn but most were not registered. Here's a description of the district:

Both Boxer and Brown won by about 18 points in CA-47.
