This bill does not "ban" canine meat.

If we are talking about huge fines every time a restaraunt sells a dog burger, they're going to be closed anyway. Even if the fine in a particular case is not large, the scare factor is enough - unless there's some reason I don't know about why folks would be willing to shell out crack prices for dog meat.

I don't understand why we are reserving the harshest punishments for the restaurants (who may or may not know the ultimate source of their meat) and not for the people actually killing the dogs.
