This proposed amendment need work. As Poirot pointed out, in its current form, it might create unexpected regional voting rights. But before I propose an amendment that will essentially move this amendment to the current election law outside of the constitution, I need to know that a sitting Senator will continue to sponsor it after I am out of office on Friday.

I implore the next Senate not to pass the Houses' proposed amendment in its current form, as it can create unintended rights in regional elections.

Here's how I would "fix" the "problem" - if the next Senate deems the current timing of elections a problem to begin with. Instead of amending the Atlasian Constitution, we only need to amend the Federal Electoral Act. Let's start with Section 15:

We'd also need to change Sections 3 and 5 of that Act, for consistency's sake:

I will no longer be in the Senate tomorrow, so someone else will need to sponsor my proposed amendment, assuming the proposed constitutional amendment from the House can find a sponsor in the first place.

I wish the next Senate good luck in their future legislative agenda.
