The electoral college system diminishes the importance of non-swing states (ie ~40 states) to political campaigns, and there has never been an instance in at least the past 100 years where a 3 EV state was close enough in a close national contest to matter. Now, if you include 4 EV states, New Hampshire, especially in 2000, has mattered and continues to matter to campaigns.

As for the actual spending numbers, I have no idea.
