Giuliani could have won the nomination, but only if Romney had won NH, so that McCain would die in the water. With McCain down it is possible that Huckabee and Romney split the conservatives, with Giuliani winning moderates. The biggest reason that this might not work is that a lot more independents voted in the very exciting Democratic Primaries instead of the GOP, so Rudy still might have lost.
