Run only latinos at statewide races.
This unironically is one key step. I think one of the biggest reasons FL27 flipped in 2020
even as Biden carried it was Donna Shalala's inability to speak Spanish in an overwhelmingly Hispanic district. Recruit strong candidates (like the GOP did with Elvira-Salazar) who resonate with the community that you're trying to direct your outreach towards. And obviously, don't just recruit a progressive token Hispanic who doesn't speak Spanish (cough cough Shalala), but take people who are pillars in their community and who can speak to the issues most important to these voters (again, looking at Elvira-Salazar and Gimenez as good examples of such candidates).
Also, massively increase outreach in counties where there are many populous counties that are pretty Republican but have solid Democratic floors. Lee, Polk, Brevard, Volusia, Collier. Those 5 counties are Republican, and while the trends for Democrats are either negative or stagnant, the population isn't. Some of these counties are growing at an insane rate, and even the ones that aren't have pretty substantial populations, so it's crucial to not write these off just because they vote Republican. Bring margins back to Obama 2012 or better as much as possible. DO NOT make the mistake of letting them become Republicans' Cobb/Gwinnett.
