Impeachment proceedings are an investigation though.
I thought he was asking for an impartial investigation from an apolitical body. This guy was basically telling him to get the hell out of the way before he filed impeachment papers. His mind is already made up. Not very impartial to me.

There is nothing to be "impartial" about. Fairfax needs to go, period.
