Hello Senators,

The President has appointed me as the managing director of his Save The Pacific Project to act as a liason between the administration, the Senate, and the Pacific government throughout its recovery effort. With that in mind, I humbly request that this bill be amended to grant my office as Managing Director of the project some oversight powers over the appropriation of stimulus funds. I think we can all agree that such money should come with strict conditions attached, not least passing a functioning Constitution. As is, the committee proposed in the bill would, I fear, be prone to gridlock.

If I were to be granted such oversight powers I would of course look forward to reporting regularly to the Senate and White House on the progress that we're making in the region.

I should also note that as Managing Director of the project I applaud Senator's Tmth's recently proposed amendment to this bill as exactly the kind of help the Pacific region needs.

If I were to serve as an emergency manager with the oversight powers that, IMO, such a position needs I would of course be willing to answer any and all questions Senators might have.

Naturally language should be included in such a bill to allow for the removal of the manager in exceptional circumstances.

I am in total agreement with Talleyrand. No aid without significant reform or repeal and replacement of the laughable Constitution of the Pacific.

Myself and Tyrion wrote and introduced a reformed Constitution all the way back in October. My first priority as Manager and condition of any stimulus money would be to get this passed yesterday.

Hi Senators, I'll just update you all briefly on the recent events in the Pacific.

As the regional judiciary has granted my office temporary emergency powers I'm taking some drastic steps to alleviate the crisis. I have, by the powers vested in me, directly passed a new, functioning Constitution. To avoid political bickering and NMAM hijinks I have also temporarily suspended the Pacific legislature.

This morning I will be announcing budgetary and spending reforms in order to bring the Pacific's fiscal house in order and make it clear to both the federal government and the markets that the Pacific is serious about reforming.

My hope is that normal operations in the Pacific will be able to resume soon and I will shift to a more advisory/oversight role.

For the record, the Fourth Constitution is the one that facilitated Rimjob.

We need to make this contingent on the Sixth Constitution. I'll introduce an amendment after the 24 hour period for this one.

Since the passage of the original Fourth Constitution was ruled invalid I've been calling the Great Reform Amendment the Fourth but to avoid confusion this may be best.

Yes, the Constitution under debate (which is currently active and the law of the land, but needs to be confirmed and tweaked to be passed properly) has been improved by the sterling work of the Council and regional authorities. No-one's interested in defining what's in the Constitution, just that the region has one that works.

I'd ideally like the committee to be just two people, one from the regional government and one as liason from the federal government. I'd be more than happy to work with either DemPGH or PJ.

I'd prefer recognition of the appointment in the language of the bill personally to avoid any legal technicalities emerging.

It would have to be coersive in nature for this to be unconstitutional, and it's not in the slightest. They may either follow the orders of the senate to secure the stimulus or chose not to and receive no money.
 

Suspending the council was not constitutional. And as to this, that's fine. We'll wait and see how reasonable or unreasonable your demands are.

Respectfully Mr. Speaker you're missing an important (crucial) caveat here - the Council was, yes, (very) temporarily suspended, but could "unsuspend" itself at will by convening to end the state of emergency, which would instantly repeal all actions taken by my office and revert things to its previous state.

The demands are outlined in this bill for the first $50 billion. The rest will be up to your council. Oakvale will serve as oversight following the passage of this bill, but as long as you all avoid passing ludicrous bills, I'm sure there will be no problems. We are all trying to help the Pacific here. The last thing any of us want to see are lawsuits being filed.

This too. The Pacfiic's clearly on the road to recovery (a whole 3% drop in unemployment in one month is impressive and heartening) and I've voluntarily given up all the powers the regional judiciary granted my office - my suggestion would be that legal action would send a terrible message.

I encourage those who can to reconsider. Throwing money at this problem WILL NOT fix it, and economic conservatives - if anyone - should see that!!

I thought the whole purpose of this committee arrangement is to make sure we're not simply throwing money at the problem. Unemployment's finally on the way down, and the worse thing the government could do now is cut off assistance.

I know you favour Tyrion's Midwest/Pacific union plan, which may be a solution, but that's quite separate from this stimulus effort.

Regardless, I hope this difference of opinion won't affect our working relationship - the Pacific needs all the active people it can get right now.
