Keep in mind that MS has a law that uses the State House districts as an electoral college to decide statewide elections if no candidate gets to 50%. That's a serious handicap for Hood. Of course, it could also lead to the law getting struck down in court if it throws an election against the statewide PV winner. It blatantly disadvantages whomever is winning the black vote and thus the VRA districts in the State House and it does appear that it was explicitly passed for discriminatory reasons back in the 1890's.
