Eisenhower: Domeatic;
Kennedy: N/A;
Johnson: Domestic (hard to do worse than his foreign policy); 
Nixon: Domestic (not a compliment);
Ford: Domestic;
Carter: Foreign;
Reagan: Foreign;
Bush: Foreign;
Clinton: N/A.

Truman (D-MO): Foreign
Eisenhower (R-KS): Domestic
Kennedy (D-MA): Agreed with Cath, N/A
Johnson (D-TX): Domestic, entirely due to civil rights
Nixon (R-CA): Foreign, mostly due to China ... almost can't pick domestic if Watergate taints that at all
Ford (R-MI): Domestic
Carter (D-GA): Foreign, by process of elimination
Reagan (R-CA): Foreign, though domestic was good
Bush 41 (R-TX): Foreign, though domestic was good
Clinton (D-AR): Domestic
Bush (R-TX): Domestic, though foreign is unfairly maligned
Obama (D-IL): Foreign
Trump (R-NY): Too early to tell

The Nixon scandals on foreign policy are far worse than Watergate.
