Could we add an explicit exception of some sort for small businesses run out of private homes?

Section 2 or any changes thereto won't change my vote on final passage, but on the record I'm just not personally a fan of it.

I worry about section 2, and think we should perhaps consider tightening up that loose end through further legislation.

Agreed. Perhaps we could draft something up for those purposes?
