I'm not sure whether we need to force students to take such courses. I think the focus of a bill dealing with reading should lie on reading comprehension in general. Indeed, there is a substantial number of students who leave school without very good reading skills. If you are able to read very quickly you have an advantage, but it seems more important to me to make sure that people who graduate can read properly at all.

We do need to increase our literacy and reading comprehension standards in our schools. While I like he idea I think comprehension is more important .
