The idea that the IRS computers hold 25 years worth of retrievable tax records on anyone should be enough to tip anyone off that this was fake.  The IRS has had legendary problems with trying to computerize tax returns, and they certainly aren't going to go back and computerize paper returns from before they computerized as much as they did.
