The thread is reopened for new citizen initiatives! The signature requirement has been reduced to 8% or 10, whichever is lower (and 10, for the moment, happens to be lower).

Any initiatives which acquire the requisite number of signatures by May 17 will be placed on the ballot in a May 24 referendum election.

There's only a couple more days for this, but I'd like to point out that the following initiative has received enough signatures (15) to be placed on the ballot:

This is a prime example of the ridiculousness to which citizen initiatives can sink to.  No sense, no logic, no intelligence, simply utter nonsense.

I thought prostitute was already legal and heavily regulated in Atlasia.

While the findings from the Legalization of Prostitution Act stated that "criminalization of consensual sex in which money is paid for participation in the sex act is a violation of civil liberties", the law itself only addressed those who render payment.

Furthermore, since the legislation essentially hands over regulation of the prostitution industry to local governments, I'd say this creates conditions where local governments that do not approve of prostitution can continue to arrest prostitutes while letting the johns walk free. There are no substantive and universal regulatory conditions in the bill for prostitutes, either, except for this:

tl;dr:

Johns can't be arrested
Hookers have mandatory testing
Hookers can still be arrested
