While I'd prefer full legalization (who cares about the treaties, just repeal them, it's not like anyone is going to declare war over it), decriminalization has improved the problems; this is especially due to people being more free to seek treatment without facing penalties. Also, there is less crime by druggies, though there is still a problem of crime by traffickers, which is why full legalization is needed.
