Yes, and it should be required by law to use a reimbursement schedule that is comparable to Medicare's.

The whole reason Medicaid is such a crappy coverage system is because states refuse to put any money into it and as a result, the reimbursement rates are so low that hardly any doctors or facilities will accept it.
