On principle I wouldn't mind, although the decrease on the tax on coal does seem rather high. May I ask whether the original tax rate is that unrealistic?

Appears so. I googled price of coal per ton and this was the 1st hit:

So the tax was 3 X the actual value of the coal, and even this proposal exceeds the actual value. Realistically Fremont has no coal being mined on Regional land as no one is gonna be stupid enough to pay 3 X the price of something. More brilliance out of Fremont.
