Which Democrat would be most effective at the progressive agenda with a GOP congress?

Assuming
1. A Democrat is elected President in 2016
2. The Republicans still control Congress

which of these 6 Democrats would be most effective as President, at getting as much of the progressive agenda implemented as possible?

(ex: a minimum wage hike, paid family/sick/vacation leave, immigration reform, LGBTQ+ anti-discrimination, more investment in infrastructure and scientific research, strengthening Social Security and Medicare/Medicaid/ObamaCare, closing tax loopholes that benefit the rich and big business without any noticeable benefit on everyone else, equal pay/paycheck fairness, support for preK/childcare/summer/afterschool programs, criminal justice reform, etc.)

Any other takers?

I think Hillary or Biden, but overall Hillary, would have the best chance at getting the most passed.

Whichever one knows about the concept of "executive orders."
Obama has done almost all you can legally do on that front, I think.
