Have the Senate pass an amendment allowing people to move to the northeast then back again so they can vote for the NE to pass a constitutional amendment to fix their broken region.

In that case, I'll get rid of the passive.

Your region has failed before, and it has now failed again. Your region has proven unable to fix it's own problems, and I fail to believe that this time will be any different.

Teddy, the BIG difference is that there are a NUMBER of people, both within and outside of the region who are trying to fix things.

There is a small desperate band, who are largely responsible for the region's descent into malaise that are trying to prevent this from happening. What is happing in the NE is actually a good thing, when something has been significantly undermined, you need to re-build the foundations... which is messy and difficult work.
