This is hardly a surprise, given his recent comments about wanting to stay out of politics after he left the WH:

Didn't Bush skip the last convention, too?  But I think that's because he had something important to deal with, then...

I think most former Presidents often get out of politics after leaving the office. I guess that job scares the political bones of someone out.

He won't for health reasons- the Parkinson's that keeps him wheelchair-bound.

I think most former Presidents often get out of politics after leaving the office.

It didn't prevent Ford from attending the 1980 GOP convention, Reagan from attending the 1992 GOP convention as well as Clinton attending the 2004 Democratic convention.

Is Ted Stevens available? Maybe he could be the man to "pump up the volume" at the convention!
