I must also state my opposition to this bill in general.  I believe that the best way for at least the highways to be handled is nationally to ensure safety standards.  I would support a bill deregulating railroads, but still giving the national government some control, like the FAA deregulation in the 80s (I think it was the 80s).

Frankly, I think this bill is a trainwreck(no pun intended), that leaves much to do, and if I'm not mistaken was copied from the CATO Handbook for the 109th Congress.

I wish to remove this legislation from the floor as some of the policy studies I have read that led me to submit this bill have since retracted some of their statements and I no longer trust this.

Well, traditionally, the one who introduces legislation has always been able to withdraw it, although I don't believe it's ever been after voting begins.

By the way, whenever someone withdraws a bill, in the past I've always added the text "(WITHDRAWN)" to the topic title and locked the topic, just so senators know that they can ignore it.
