in the hypothetical case, there's any chance that in the future, the republican vote in Sussex and Kent counties will outnumber the democratic tilt in New Castle county or a republican will capture a decent vote margin in New Castle and win the state

The Republican would have to be really suburban friendly in order to have a chance. If not, than African American turnout would have to be way down. Finally, if that's not true, then you'd need big population growth in K&S counties and/or stagnation or population loss in NC county.
