One of the NDP governments (John Horgan in BC or Rachel Notley in Alberta)?  Kathleen Wynne's Liberal government in Ontario?  Jerry Brown in California?  Mark Dayton in Minnesota?

I would argue that both the Horgan NDP/Green and Wynne Liberal governments are to the left of Notley's NDP government these days. Notley's government is definitely still progressive, but compared to the former two governments they look relatively centrist.

I would say Ontario under Kathleen Wynne.  Horgan probably second but he has at least balanced the budget and tax hikes were pretty modest while minimum wage is phased in, so I would place him to the right of Wynne.  Mind you he is also being cautious as he barely won, whereas Wynne is trailing badly in the polls so her only real hope is to push down the NDP as far as possible.

True but that is one policy, I am looking at overall not one policy. In Alberta it's already private and Notley hasn't tried to nationalize it. In BC and Alberta, their top marginal rates are 2nd and 3rd lowest while Ontario is 2nd highest. On minimum wage both phased it in, not overnight. Mind you it is debatable. I would say it goes like this of provinces:

Left

Horgan
Notley
Wynne
Gallant

Centre

Silver
McLaughlin
MacNeil
Ball

Right

Moe
Pallister
Couillard

Anyways in 42 days probably we will be able to agree as Wynne is almost certain to lose. If Howarth wins she will undoubtedly take the tile as most left wing. If Ford wins (which is highly likely), he will take the title of most right wing premier, at least until the Alberta election.

Dayton isn't even the most left wing Governor in the US, and since it's about "government" it's most certainly not Minnesota which has a GOP legislature. One of the NDP ones is almost certainly it.

Jerry Brown backs the total abolition of borders. That's not what "left-wing" meant in a classical sense but that's definitely the most radical interpretation of the left's current raison d'etre.

I'd put McNeil on his right. He ran to the right of the Tories in 2017 and his tenure has been defined by balanced budgets and conflict with the unions.
