I guess the owner of the land had been pushing the local police to do something about it for some time, but for unknown reasons the authorities did not.

It's just hard to believe that "the law" cannot investigate this (much sooner than what transpired), when the owners of the land are giving the authorities permission to be on their land and (practically begging them to) do something. I mean, it seems that Child Support Services Departments in each state have more authority when children are in danger, and the adults in these cases are on their own property/homes. (And yet they can remove the kids and in extreme cases punish the adults.)

Now I grant you that $20K bond isn't chump change, but I've got to believe that a "special someone" will post bond here (if they haven't already). 

What is the risk to witnesses?  What is the risk of witness tampering or witness intimidation?  What is the likelihood that these folks have arms not yet found?

I'll leave that to Law Enforcement.  Normally, I'm OK with reasonable bond or even release on one's own recognizance, but the seriousness of these charges and the fact that they involve kids is just stupefying.
