So there's been some confusion over whether government services are provided by 'imaginary' state and local governments or by the regional government alone, and this issue has been raised as we are working to fix our current budget crisis.  This resolution clarifies that state and local governments do exist and are responsible for administering public services, but for the purposes of the game and the budget, all those essential government services are funded by the regional government and therefore our citizens are not subject to unreasonable taxation.

Also, for the future, Mr. Speaker: I would like my next bill on the floor to be the Commonwealth Immunizations Act as that addresses an urgent matter.
