So under the mccarran Ferguson federal law the federal government leaves insurance regulations to the states. Some State insurance regulators dont like accident forgiveness or no-fault policies, even though they can save consumers money, because incumbent insurers dont make as much money off the policies and ot allows newer insurers compete.
