Obviously De Gaulle is the only remotely reasonable answer.

Louis XIV is objectively the worst person of the three, but his court produced some damn good art, music, and architecture. Since French baroque is possibly my favorite artistic movement, I sort of had to vote for him.

Napoleon. He exported the French Revolution to wide sections of Europe.

As someone whose family (the non-native side) is originally from Corsica, I can't not vote Napoleon.

Napoleon. De Gaulle himself stole his neo-Bonapartist cult of personality from Napoleon, IMO.

The only things Napoleon exported to large sections of Europe were pillaging French troops and nepotism.

Anyway, de Gaulle by a wide margin.
